test cvar - true if the cvar contains:

cvar / literal  the code equivalent of the literal

substring / literal the code equivalent of the literal

Unless RCP SHORTCHARTEST is used the literal must be the correct length with trailing blanks if necessary.

Examples of simple tests on cvars and substrings:

$title/'MR',

$title/'Mr',

$name(1:2)/'MS',
