PSP Print Score Plus signs if positive (for PSV)

PSP is a logical format. The standard setting is NPSP (false).

This format tells CL to use a plus sign when printing the score values for format PSV.

For example under F=PSV/PSP/PSD1 a label control <V3.1> will be shown as (+3.1).
