ATF Accept Trailing blanks in Fields

ATF is a logical format. The standard setting is NATF (false).

This format tells CL to allow trailing blanks when reading numbers from the raw data area.

Unless this format is set true, any values with blanks following the numbers will be treated as invalid and format IFF will be used as the value.
