ANF Accept Negative values in Fields

ANF is a logical format. The standard setting is ANF (true).

This format tells CL to accept negative values when reading numbers from the raw data area.

IMPORTANT: unless this format is set true, negative values will be treated as invalid and format IFF will be used as the value.

The minus sign must be by itself and cannot be overcoded on top of the first digit.
